The Istituto Nazionale della Previdenza Sociale (INPS) is the largest social security and welfare institute in Italy and one of the most important on a European level. It has a budget (of approximately 400 billion Euro between receipts and payments) which is second only to state budget. Both private sector employees and self-employed workers are insured at INPS. All companies operating in Italy are registered with INPS. Since 2012 two other Social Security institutions, Inpdap and Enpals, that insure civil servant and workers in the field of entertainment and sport respectively, have been included in INPS. INPS provides a large and articulated range of services, which include services of a social security and welfare character. The former services are determined on the basis of insurance relationships and are financed by contributions of workers and businesses (the old-age pension, the retirement pension, survivor's pension, the invalidity benefit, the inability pension and the pension in terms of international conventions for work performed abroad). The latter are services of the social state, which have been assigned to INPS (minimum pension, social allowance, social increases, civil disabilities). The Institute also manages all those non-pension related services aimed at protecting workers who find themselves in special situations at particular times in their working lives (unemployment benefits, the redundancy fund, sickness benefits, maternity benefits and severance pay). In addition to the above, INPS provides to the payment of funds set aside for persons who have low incomes and large families (family allowances, maternity benefits and municipal allowances for the family).

Fondazione Giacomo Brodolini (FGB) has, through over thirty years of activities, accumulated a large amount of experience in carrying out research and studies into cultural trends and social changes, following a rigorous scientific and interdisciplinary approach. FGB’s Management Board is composed of prominent figures from the main Italian Universities. FGB possesses the relevant technical and professional capacities needed for the successful implementation of this assignment. In particular FGB has considerable experience in managing projects on behalf of the European Commission as well as of the European Parliament, national and regional agencies and bodies. During the last three years, FGB has implemented on behalf of, or through funding from, the European Commission over 30 projects. Specifically, FGB is at the forefront of applied research in the field of employment and social security. During nearly thirty years of activity, FGB has focused in particular on labour issues based around 4 main areas: labour market analysis, economics and sociology, labour legislation, industrial relations. Over the past few years, thanks in part to different grants received under the PROGRESS programme, FGB has gained significant experience in the field of social security and work-life balance at the EU and national level. FGB publishes two specialized journals in the field of labour economics: «Economia & Lavoro», a quarterly magazine on economic and social policy, in Italian; and «Labour», Review of Labour and Industrial Relations in English, edited by Blackwell.

ERUDICIO is a non-profit organisation founded in 2008. Its mission is the support of the development of human resources, education, science and research mainly in the field of law. ERUDICIO will participate in all phases of the project in support to the Czech Social Security Administration (CSSA) for the implementation of project tasks. Despite being a new organisation, its members are experts with large experience in the area of social security.

The Czech Social Security Administration (CSSA) is a unique state sector financial administration institution and, with annual revenues and expenditure totalling almost CZK 715.583 billion, is the largest such body. As an organisational component of the state the CSSA is subordinate to the Ministry of Labour and Social Affairs (MoLSA). The CSSA, either alone or through employers, pays out sickness benefits, maternity benefits, compensatory benefits in pregnancy and maternity and attendance allowance for practically the entire working population of the Czech Republic. The CSSA contributes more than a third of the state budget’s revenues through the collection of social security insurance premiums and contributions to the state employment policy. Under the EU coordination regulations the CSSA is the liaison body and competent institution for foreign institutions with regard to sickness and maternity benefits in cash, pensions and assessing legal applicability. One component of the CSSA is the medical assessment service (MAS), which assesses individuals’ health and capacity to work for the purposes of sickness and pension insurance. The Czech Social Security Administration consists of the CSSA headquarters, CSSA offices, District Social Security Administrations (DSSAs), the Prague Social Security Administration (PSSA) and the Municipal Social Security Administration in Brno (BSSA). The CSSA’s services to the public are provided through a network of 97 offices.

The Hungarian Central Administration of National Pension Insurance (ONYF) is the central office performing the central administration of statutory pension insurance, controlled and supervised by the Government via the Minister of National Resources which is in charge of political issues regarding retirement. ONYF manages the Pension Insurance Fund supervised by the Government and controls the performance of administrative and official tasks set forth by legislation, as well as the altogether twenty pension insurance directorates in the counties executing these tasks and the Pension Payment Directorate. In the field of social insurance pensions, it is ONYF that acts as a liaison body in accordance with Council Regulations (EEC) No 1408/71, (EEC) No 574/72, (EC) No 883/2004 and (EC) No 987/2009 and with the agreements on social security and social policy in force. In its role of liaison body the ONYF provides for spreading over the knowledge of relevant EU law among the clerks and by providing advice it formulates the international law enforcement practice. ONYF has a vital role in the formulation of pension legislation and in setting pension policy via pooling the wide range of pension policy experts.  County pension insurance directorates assess claims for pensions and other benefits based on territorial competence, according to the residence of the applicant. On the other side, the Pension Payment Directorate’s main task is the disbursement of pensions, with countrywide competence. In addition, it also assesses claims of survivors, where the insured person died as a pensioner, and it also disburses a number of non-social security benefits. The Directorate of Central Pension Record and Informatics is responsible for and has exclusive authority in managing international pension affairs, assessing pension claims and establishing pensions. (Also in international pension cases, disbursement is the task of the Pension Payment Directorate.)

The Polish Social Insurance Institution (ZUS) pursues the social insurance objectives on the grounds of the Act on Social Insurance System, dated 13th October 1998. The Act, together with the Statutes and Organisational Bylaws of the Social Insurance Institution, lay down ZUS specific objectives, which include: establishing the entitlement to social insurance benefits and paying out such benefits (pension, sickness allowances, maternity allowances, care allowances, rehabilitations, funeral grants); establishing the social insurance obligation, assessing and collecting social insurance contribution; deducting a contribution to the second funded pillar of the old-age pension insurance from a contribution to the pension insurance, and transferring it to Open Pension Funds (OFE); collecting and accounting for the contribution to health insurance and transferring it to the National health Fund (NFZ); collecting the contribution to the Labour Fund and the Fund for Guaranteed Employee benefits; collecting and accounting for the contribution to the Bridging Pension' Fund; keeping account of contribution payers and records contributions on individual accounts of insured person; keeping individual accounts of insured persons and the Central Register of Insured Persons; keeping the Central Register of Members of Open Pension Funds: keeping the records of contribution payers and the central Register of Contribution Payers; managing the Demographic reserve Fund; carrying out medical examinations and issuing decisions for the purposes of establishing the entitlement to social insurance benefits, other benefits payable by ZUS and for non-insurance purposes; checking the correctness of certifying temporary incapacity for work. ZUS plays a role as a competent institution and a liaison institution in the implementation of international conventions and agreements in the field of social insurance, and provides services in accordance with these conventions and agreements. Moreover, it plays a role as a competent institution and a liaison institution in the field of social security coordination.

The West University of Timisoara (UVT) is a state-owned public institution, a beacon of classical and prestigious higher education in Romania. Undergraduate studies courses are offered in 11 Faculties with more than 80 specializations. Over the last few years UVT has seen the development and diversification of new postgraduate courses, intensive studies, Master degree programmes, study programmes for professional training, specialization studies and Ph.D. programmes. Project tasks will be carried out by the Faculty of Sociology and Psychology, which represents a serious and long-standing dialogue partner for the other academic institutions in Europe, America, Asia, and in other parts of the world.
