Digital identity delegation to access online services

The digital identity delegation is the tool through which users, unable to use the INPS online services independently, can delegate a trusted person to exercise their rights concerning the Institute.

It is also the tool through which guardians, curators, support administrators and those holding parental authority can exercise the rights of those that they represent and minors.

Users who are unable to use the online services themselves, guardians, curators, support administrators and those who exercise parental authority can make use of the digital identity delegation.

Each person may designate just one delegation holder. Each delegation holder may be designated as such by not more than three persons. The limit of three delegations does not apply to guardians, curators and support administrators. These individuals can also send digitally signed documentation via PEC (certified email address) to the relevant local office.

When assigning a delegation, the delegator may define its term of validity. If there is no validity end date, the delegation is active indefinitely, without prejudice to the right of the delegator to revoke the delegation at any time, also through their own digital identity, except for persons under guardianship, curatorship, or support administration.

The delegation holder may access the INPS services in the place of the delegator. For this purpose, delegation holders must authenticate themselves with their own SPID/CIE/CNS credentials and then choose whether to operate in person or in the place and on behalf of the delegator. All activities carried out by a delegation holder representing the delegator are traced.

The delegation, if already registered, is also valid for making claims at the INPS counters after the delegation holder has been identified via their identity document.

For more details, please refer to INPS Circular no. 127 of 12 August 2021. The circular also confirmed the date of 30 September 2021 for the discontinuation of the INPS PIN code in favour of the SPID, CIE and CNS digital identities.

Claims for delegation can be made through the INPS counters or online.

DELEGATION AT INPS COUNTERS

A claim for delegation can be made directly by the delegator at any local INPS counter, by exhibiting the following documentation:

  • claim form for digital identity delegation registration;
  • copy of the delegator’s identification document.

One should remember that in-person, office-based services are available only by appointment. After verifying the identity of the applicant, the INPS operator will record the delegation in the system. After registration, if electronic contacts (email, mobile phone) are available, the system will send a notification to the delegation holder and the delegator.

A request for the registration of a delegation by a person other than the delegator is allowed only in the following cases:

  • guardians, curators and support administrators can apply for a delegation by self-certifying their legal representation, or by producing documentation that proves it. In the event of self-certification, the delegation may only be registered after the truthfulness of the declarations made has been verified by the competent authority. In this case, the applicant must show the following documentation:
    • claim form for digital identity delegation registration; for guardians, curators, support administrators and minors;
    • copy of the applicant’s identification document;
    • copy of the identification document of the individual under guardianship;
    • self-certification or copy of the decision making the appointment issued by the courts;
  • persons holding parental authority may request the registration of the delegation on behalf of a minor. In this case, the applicant shall provide the following documentation:
    • claim form for digital identity delegation registration; for guardians, curators, support administrators and minors;
    • copy of the identification document of the applicant and the other parent;
    • self-certification attesting the parental authority;
  • persons who are permanently bed-ridden, hospitalised or unable to go to the Institute's counters due to illness, may request the registration of the delegation also through the delegation holder who must produce the following documentation:
    • claim form for digital identity delegation registration for those unable to go to the INPS office for health reasons;
    • health certificate issued by a doctor belonging to the National Health System (SSN) certifying the inability of the delegator to go to the INPS office;
    • original identity document of the delegator;
    • copy of the delegate's identity document.

ONLINE DELEGATION

As indicated in Message no. 3305 of 1 October 2021, it is possible to register the delegation directly online to a trusted person, with the effects referred to in INPS circular 127/2021, by accessing the MyINPS reserved area, “Digital Identity Delegations” section, by using one’s SPID, CIE or CNS credentials ("SPID Delegation on SPID").

In line with the details in Message no. 171 of 13 January 2022, a parent who holds parental responsibility can also register or revoke directly online a delegation in his/her name for exercising the rights of his/her minor child, without the need to go to an INPS local counter.

Similarly, a delegation that has already been registered directly at the office can also be revoked.

A delegation registered online is immediately active and will have a minimum duration of 30 days, during which time it cannot be revoked online, but only at an INPS counter.
