Registration, changes of data and cancellation of the Clergy Fund

Beneficiaries of the Clergy Fund are required to report terminations, adjustments and any other information that affects the fulfilment of the contribution obligation or any changes of data.

Diocesan curia are required to promptly notify priestly ordinations, notify the beginning of the ministry of faith even for foreigners in Italy, and to report with the same speed any other changes or termination of obligation to pay contributions.

Originally, the fund was limited to secular priests and clergy and ministers of faith with Italian citizenship and residence in Italy. From 1 January 2000, pursuant to Article 42, Law No. 448 of 23 December 1999, the obligation was also extended to Italian secular priests operating abroad in the service of Italian dioceses (fidei donum) and to foreign secular priests who carry out pastoral services in Italy.

Rabbis, deputy rabbis and other faith officials who have been insured by Jewish tenant farmers on whom they depend are exempt from registering with the Fund provisions for pension liabilities as established by Article 62, Royal Decree No. 1731 of 30 October 1930, with registration at the fund for local government dependent workers (Article 39, Law No. 379 of 11 April 1955).

Registration is mandatory from the moment of priestly ordination or from the beginning of the ministry of faith and expires from the date on which the old-age or invalidity pension begins.

Registration with the Fund is due also for priests and clergy and ministers of faith having Italian citizenship and operating abroad in the service of Italian dioceses and recognised churches or non-Catholic institutes from the date of commencement of the contribution obligation.

Documentation relating to registration must be sent to the INPS office in Terni, which shall inform beneficiaries of the onset of the contribution obligation and / or adapt the archives in cases where the obligation ceases to apply.

The Central Institute for the Support of the Clergy (ICSC), similarly to the diocesan curia, must immediately report to the INPS office in Terni any terminations, adjustments and any other news that affects the fulfilment of the contribution obligation, as well as any changes to data that may have occurred.
