Allowance for workers with thalassemia major or sickle cell disease

The annual allowance is an economic benefit issued upon claim to workers acknowledged as suffering from thalassemia major (Cooley's disease) or sickle cell disease (sickle cell anemia).

The allowance is paid to dependent workers, self-employed or freelance workers who are at least 35 years old and have a minimum contribution age of 10 years.

Persons with thalassemia major and intermediate thalassemia receiving transfusions or treatments with hydroxyurea are also entitled to compensation.

Start date and duration

The payment of the benefits starts from the month following the submission of the claim.

What am I entitled to?

Compensation is equal to the minimum pension benefits paid by the Dependent workers’ Pension Fund. For 2021, the amount is 515,58 euro per month.

Requirements

Workers affected by thalassemia major or sickle cell disease who meet the following health and administrative requirements are entitled to the special allowance:

  • persons acknowledged as suffering from the pathology by their ASL, with a certificate bearing the name of the disease and therapy with transfusion or with hydroxyurea treatment;
  • workers with at least ten years of contributory seniority;
  • those who are at least 35 years old;
  • all patients with thalassemia major or sickle cell disease, regardless of income and other social security or welfare benefits received;
  • people with Italian citizenship;
  • foreign EU citizens listed at the registry office of their municipality of residence;
  • non-EU citizens legally residing in the territory of the State with a residence permit of at least one year (Art. 41 T.U. Immigration);
  • citizens with a permanent and regular residence within the national territory.

As a welfare service, the compensation is exempt from IRPEF (personal income tax) and is granted even if the applicant has paid contributions to other social security institutes.

How can I claim?

The claim to the INPS must be submitted on-line using the dedicated service. The following documentation must be attached to the claim:

  • certificate of affection from thalassemia major (Cooley's disease) or sickle cell disease (sickle cell anemia) issued by the ASL (Local Health Authority);
  • certificate of seniority in contributions, equal to or greater than 10 years, issued by social security institutes other than INPS (if the contribution necessary to meet the requirement has been paid in whole or in part to other institutes);
  • employer's certificate with contributions paid to INPS, if required for the contribution requirement, which are not included in the CUD (certification of the withholding agent) and, for the current year, in E-Mens.
