Registration with the Traders Scheme

The trader entrepreneur initiates and changes his activities with the Single Notice to be submitted to the Chamber of Commerce with the aim of fulfilling all the administrative requirements envisaged for the Business Register, for INPS for social security and welfare purposes and for the release of the tax code and VAT number.

Registration with the Traders Scheme is addressed to commercial entrepreneurs, identified as owners of a business that operates in the commerce, tertiary and tourism sector and which, regardless of the number of dependent workers, mainly organises its own work and is family run.

The use of Single Notice is mandatory for:

  • individual businesses;
  • family businesses;
  • partnerships (SAS and SNC);
  • companies with share capital (SRLs, multiple and single-member private limited liability companies).

The trader entrepreneur must meet the following requirements:

  • be fully liable with regard to the company and assume all burdens and risks related to its management (the requirement is not required for shareholders of the SRL);
  • to undertake work for the company in a regular and prevalent way;
  • be entitled to exercise commercial activities by licenses or authorisations, if provided for by law or regulations.

Starting from 1 April 2010, to simplify administrative tasks, the mandatory registration system "Single Notice for the establishment of the company" (ComUnica) has been established. Companies operating in the regions that have implemented the ComUnica IT procedure are obliged to use this tool. Otherwise, the procedure currently in use remains active.

In the event of registration, the Single Notice is mandatory to enter the following information in the archives of the Register of Companies: registration and declaration of start of activities; registration of the company with the simultaneous start of the beneficiary for social security purposes.
