What is it?
The Scheme of Credit and Social Benefits Fund (Credit Fund), offers, to members and their families, services in the following areas:
- mortgages and loans at preferential rates;
- support for training and education from primary school to university master’s degrees;
- health and prevention;
- benefits for seniors and persons who are not self-sufficient;
- active employment policies;
- residential hospitality;
- learning holidays and summer wellness holidays.
These benefits can be accessed by taking part in tenders, which can be accessed by all members of the Fund who meet the specified requirements.

Who is it aimed at?
The service is aimed at civil servants:
- who are already mandatorily enrolled in the Credit Fund as employees of public institutions and administrations belonging to the AGO's exclusive schemes (formerly INPDAP’s Civil Servants’ Pension Scheme);
- employees of institutions or public administrations not registered with the Civil Servants’ Pension Scheme who, in service as at 1 January 2020, joined the Credit Fund by 20 February 2022;
- employees hired or transferred, even after 20 February 2022, to institutions or public administrations not belonging to the Civil Servants’ Pension Scheme, who adhere to the Credit Fund within 30 days of hiring or transfer.
The service is also aimed at pensioners:
- already civil servants, with a pension from one of the funds of the Civil Servants’ Pension Scheme, who have expressed by their last day of service their wish to join the Credit Fund also after their retirement;
- already civil servants, with pension not paid by one of the funds of the Civil Servants’ Pension Scheme, who:
- have joined the Credit Fund in active service under the terms indicated in the previous paragraph;
- who manifest by their last day of service their wish to join the Credit Fund also after their retirement.
Subject to joining by 20 February 2022, retirees may also be eligible for benefits:
- already civil servants who were not members of the Credit Fund on 1 January 2020;
- already civil servants who were enrolled in the Credit Fund on 1 January 2020 and who retired after that date, not exercising the option to maintain membership of the Credit Fund at the date of retirement.
The service is intended for civil servants already enrolled.
How does it work?
The Unified Scheme of Credit and Social Benefits is a Fund financed by the mandatory contribution applied to the salary received by civil servants or retired civil servants as a result of mandatory registration or voluntary membership.
Membership cannot be revoked.
The deduction is equal to:
- 0.35% of the salary for the worker in permanent employment;
- 0.15% for the pensioner.
If the pension is less than or equal to the minimum pension payable by the Employees’ Pension Fund, no contribution shall be required.
Registration enables civil servants and pensioners to access benefits of:
- credit;
- welfare;
- health protection;
- support for study and entry into the world of work;
- support for families, young people and the elderly.
The benefits are entirely self-financed with the contribution paid by the members and with the reinvestment of the proceeds from credit activities: no cost is borne by the State.
New benefits may be adopted over time, while respecting the financial balance of the Scheme.

Claim
WHEN CAN I CLAIM?
The claim for membership by civil servants of public institutions or administrations belonging to the exclusive social security schemes of the AGO is only necessary for pensioners, in order to manifest the will to join after their retirement.
Those who are already enrolled in the Credit Fund and who are close to leaving service following the acceptance of claims for social APE, bridging or expansion, and who intend to enrol in the Credit Fund after retirement, may join it by their last day of service.
Any claims for membership submitted afterwards cannot be accepted.
Those who access Social APE or bridging/expansion procedures, from the date of termination of service and until retirement, are not subject to the deduction in favour of the Credit Fund.
Until the date of retirement, they cannot therefore access the benefits provided.
The will to maintain membership, even in retirement, must be manifested by the last day of work:
- for employees enrolled in one of the public schemes:
- either by checking the box ‘I ask to join the Credit Fund’ when applying for retirement;
- or by submitting an online claim;
- for employees paying into a fund other than the Civil Servants’Pension Scheme, by submitting an online claim.

HOW CAN I CLAIM?
The online claim, where applicable must be submitted by accessing the dedicated service via:
- Public Digital Identity System (SPID);
- Electronic Identity Card (CIE);
- National services Card (CNS).
By accessing the service you will be able to:
- submit a 'New Claim';
- view the submitted claim and export it in PDF format by clicking on “View claim”;
- view the progress of the ongoing administrative process, by clicking on “View claim process”.
