What is it?
The Social Analysis Portal (PAS) is a project carried out under the PON Inclusion 2014-2020 programme, with particular reference to Axis 3 and action 9.3.9 "Implementation of the Information System for Social Benefits and Needs", promoted by the Ministry of Labour and Social Policies, with the support of ANCI and INVITALIA and in collaboration with INPS, which has created the Portal at its own infrastructures.
The objective of the project is to promote the supply processes of the for Unified Information System Welfare Services (SIUSS) managed by INPS and to make available to Regions and Autonomous Provinces, the Social Welfare Divisions (ATS), Municipalities and other social benefit providers, the business intelligence tools for the multidimensional analysis of data to support the planning, monitoring and evaluation of actions and expenditure related to social policies.
Who is it aimed at?
The service is aimed at:
- Ministry of Labour and Social Policies;
- Ministry of Economy and Finance;
- Regions;
- Autonomous provinces;
- Social welfare divisions (ATS);
- Municipalities;
- other Bodies providing social benefits.
How does it work?
Through the Portal, aggregated data relating to social benefits present in the Unified Information System for Welfare Services (SIUSS, the former Assistance Record) are made available to the entities involved, through specific reports and interactive dashboards, integrated with data from the ISEE (Equivalent Economic Situation Indicator) Information System, the Social Service Provision Information System (SIOSS) and the ISTAT
Access to the Portal is governed according to specific profiling, in order to allow each user to view data relating only to their domain of interest.
To access the PAS, the concerned bodies must request authorisation through the specific MV62 form "Claim to enable electronic services for municipal administrations and other bodies providing social benefits".
The completed form must be sent by certified email address (CEM) to the relevant local INPS offices, together with a copy of the identity document of the operator for whom the authorisation is requested and of the signatory of the form itself.
Other information
The data processed within the framework of the Social Analysis Portal for viewing the SIUSS databases are represented in aggregate form.
The statistical data present in the Portal are structured in such a way that the beneficiaries of social benefits are not identifiable by any external party and can be used for the institutional purposes described.
Within the PAS, the following are also made available to users:
- information on the PON Inclusion 2014-2020 funding;
- specific indications for understanding the rules underlying the informative content available in the different frameworks and indicators;
- guidelines for the use of the Portal;
- video clips illustrating the browsing methods and features available in the Social Analysis Portal.
