What is it
Totalization:
- allows the acquisition of the right to a single incapacity pension;
- is completely free.
Who is it aimed at?
It is addressed to all workers for whom the absolute and permanent impossibility of carrying out any work activity is ascertained and who have paid contributions into multiple social security funds, schemes or pension funds, namely:
- are dependent workers;
- self-employed workers;
- members of the Separate Pension scheme;
- are freelance professionals.
It is addressed also to the beneficiaries of the ordinary invalidity allowance, to obtain unconditional and permanent incapacity benefits.
How does it work?
START DATE
If the requirements are met, the right shall start from the first day of the month following the month in which the pension claim is submitted.
WHAT AM I ENTITLED TO?
The amount is established:
- with the “pro-quota” system from each pension scheme concerned, based on the registration periods completed;
- with the contributory system, for pension shares paid by public social security institutes;
- with the compensation/mixed system, for those registered before 1996, who have already reached the minimum requirements for the achievement of the right to an autonomous pension in one of these schemes.
The right to choose the most favourable treatment is allowed.
The incapacity pension paid is subject to:
- IRPEF (Personal Income Tax) deductions as for all other pension treatments deriving from contributions;
- the supplements by way of automatic revaluation of pensions with reference to the unified treatment considered as a whole, based on the provisions of the law in force and at the expense of the scheme concerned;
- any trade union deductions.
The holders of incapacity pension under the totalization scheme are entitled to:
- family benefits, where they are due;
- social supplements, provided that among the “quotas” that comprise the pension, at least one is due to the schemes for which this benefit is granted, if the income conditions are met.
The integration to the minimum treatment is not recognized.
The pension benefit deriving from the totalization is paid by INPS:
- even in cases when no contributions were made with respect to the former;
- also on behalf of other institutes with which specific agreements have been entered into.
Claim
REQUIREMENTS
The right is obtained if:
- the insurance and contribution requirements are met;
- the status of absolute and permanent disability that does not enable them to perform profitable work is recognised.
The non-coinciding insurance and contribution periods resulting from the individual schemes with which the party concerned has been registered will be calculated.
The health assessment will be carried out by the last social security scheme registered.
INPS will verify the incapacitating status of those enrolled in Institute’s schemes (Article 2, Law no. 222 of 12 June 1984).
The conventional seniority increase must be distributed across all social security schemes included in the incapacity pension under totalization, in proportion to the insurance seniority of the insured.
HOW CAN I CLAIM?
The online claim must be submitted by the worker to the last enrolment pension institution.
The office that receives the claim will have to activate to start the procedure with the other institutes concerned.
Processing times of the measure
The ordinary deadline for issuing the measures is established by Law no. 241/1990 within 30 days. In some cases the law may set different deadlines.
