What is it?
It is the imputed contribution:
- valid only for the attainment of the right to a pension;
- recognised for carrying out social activities (ASU) in so-called 'self-financed' projects (projects financed at the expense of the User Institutions);
- disbursed monthly with Allowance for community activities ('ASU allowance').
Who is it aimed at?
Imputed contributions are due to socially useful workers (LSU):
- engaged in projects approved by regions/local authorities not affiliated with INPS (Article 11 paragraphs (4) and (6), Decree-Law No 468 of 1st December 1997);
- activities started before the entry into force of Legislative Decree No. 81 of 28th February 2000.
How does it work?
Following the indications received from the Ministry of Labour and Social Policies, with INPS Circular no. 188 of 7th October 2016 the conditions for the crediting of the imputed contribution have been made known:
- the project in which the socially useful worker is engaged with must have been approved by the competent Regional Employment Commission (CRI) prior to the entry into force of Italian Legislative Decree no. 81/2000;
- socially useful activities must have been carried out by each worker without interruption and must result from the resolutions establishing the project and from the individual resolutions extending the activities adopted by the User Institution;
- the periods to be credited are those of actual work. The suspension periods provided for in Article 8(4) of Legislative Decree no. 468/97 and the absences provided for in paragraphs 10-18 of the same article that did not lead to suspension from the subsidy are non considered as interruption.
As proof of performance of the socially useful activity, a certificate must also be produced relating to payment by the User Institution.
Claim
The User/Financing Institution where the worker carried out the socially useful activity submits the claim online through the dedicated service.
In order to apply for authorisation to access the service, the Institution must complete form RA012.
The dedicated online service for sending the claim has the following purposes:
- to transmit the list of workers and periods to be credited;
- sending the attachments relating to each worker (C.R.I. resolutions, User Institution resolutions, any declarations of liability for periods of suspension, CUDs, pay slips, etc.).
In order to find out the status of the application, the worker can contact the Institution (message no. 3012 of 27th July 2018).
Processing times
The ordinary deadline for issuing the measures is set at 30 days under Law no. 241/1990. In some cases the law may set different deadlines.
The table shows the deadlines exceeding thirty days, set by the Institute with a Regulation. In addition to the terms for the issuance of the decision, the table also indicates the relevant manager.
