What is it
The intermittent employment allowance provides income support for workers in the entertainment sector.
Who is it aimed at
The intermittent employment allowance is granted to the following categories of workers registered with the Entertainment Workers’ Pension Fund:
- self-employed workers, also with coordinated and continuous collaboration relationships;
- employees with a fixed-term contract (who perform artistic or technical activities connected with the production and performance of shows);
- employees with a fixed-term contract, such as:
- cinema projectionists;
- administrative and technical employees working for:
- institutions and companies involved in public performances;
- radio, television or audiovisual companies;
- companies involved in film production, dubbing, development and printing;
- ushers, custodians, cloakroom attendants, cleaning and porterage workers, and drivers working for:
- institutions and companies involved in public performances;
- radio, television or audiovisual companies;
- companies involved in film production, dubbing, development and printing;
- workers and employees employed by travelling entertainment companies;
- workers employed by companies engaged in the rental and distribution of films;
- intermittent workers with a permanent contract who are not beneficiaries of the availability allowance.
How does it work
START DATE AND DURATION
The intermittent employment allowance (pursuant to Legislative Decree No. 175 of 30 November 2023) is disbursed in a single payment upon claim.
It is paid for a number of days equal to one third of those credited to the Entertainment Workers’ Pension Fund in the calendar year prior to the submission of the claim, less the days covered by other compulsory contributions or otherwise compensated, for a maximum of 312 days per year.
Contribution periods used for other unemployment benefits are not taken into account for calculating the duration.
Claim
REQUIREMENTS
The intermittent employment allowance is provided to workers who meet the following requirements at the time of submitting their claim:
- being a citizen of a Member State of the European Union;
- being a foreign citizen who regularly resides in Italy;
- having been a resident in Italy for at least one year;
- having an IRPEF income not exceeding 25,000 euros in the fiscal year prior to submitting the claim;
- having accrued at least 60 days of contributions paid to the Entertainment Workers’ Pension Fund in the year prior to submitting the claim. For the purpose of calculating working days, those paid as:
- intermittent employment allowance;
- unemployment benefit for self-employed entertainment workers (ALAS)
- NASpI allowance, in the same year, will not be included.
- The same applies to workers who: in the year prior to submitting the claim, earned income predominantly from work activities requiring compulsory registration with the Entertainment Workers’ Pension Fund;
- have not been employed with a permanent contract in the year preceding the year in which the claim was submitted, with the exception of intermittent permanent employment for which there is no availability allowance;
- are not beneficiaries of direct pensions.
WHEN CAN I CLAIM?
The claim must be submitted by 30 March of each year and it must contain reference to the eligibility criteria fulfilled in the previous year.
For the periods of relevance relating to 2022, the claim must be submitted by 15 December 2023 and it must contain reference to the eligibility criteria fulfilled in the previous year.
HOW CAN I CLAIM?
Claims can be submitted to INPS online through the dedicated service.
Alternatively, they can be submitted via:
- Our multichannel contact centre, on 803 164 from Italian landlines (free of charge) or 06 164 164 from mobile phones (subject to charges according to the rates applied by different operators);
- patronage institutes.
