Calculation of working periods in the public sector

What is it?

The calculation makes it possible, upon claim and without cost for the claimant, to add value to periods of employment with the State and other public institutes, whose contribution was paid to the Compulsory General Insurance (AGO) or other directions, for pension purposes.

Who is it aimed at?

The calculation is established in accordance with the regulations laid down for Civil Servants registered with the CTPS.

How does it work?

It must be noted that:

  • the calculation of non-routine services rendered to the State with registration with the AGO or with special pension funds is included (article 11 of Presidential Decree no. 1092 of 29 December 1973);
  • the calculation of the role and non-role benefits provided by the legislative assemblies of local regional institutes, parastatal institutes or public law institutes and institutes subject to State supervision or protection is permitted (article 12, Presidential Decree 1092/1973);
  • it has been established that the services, however provided and which qualify supervisors or non-statutory supervisors for classification in State authorities, are calculated on claim (article 15, Presidential Decree 1092/1973).

For the evaluation, article 11 or article 14 shall apply, respectively, depending on whether the periods were provided with or without AGO registration.

The claim for calculation of services, pursuant to Presidential Decree 1092/1973, may be withdrawn by the applicant before the issuance of the relevant recognition measure by the Institute.

Therefore, the waiver of the periods of service subject to calculation, made with registration in the Compulsory General Insurance (AGO) or other funds, is admissible until the Institute has adopted the formal calculation provision.

Claim

WHEN CAN I CLAIM?

The claim for calculation service may be submitted during employment, or within the strict deadline of 90 days from the date of termination of employment.

If the termination is due to age limit, the claim for calculation must be submitted at least two years before the termination of employment as a result of reaching that limit (ex Inpdap circular of 11 June 2004, no. 38).

From 31 July 2010, the claim for calculation may also be submitted by the insured member, that is the person terminated from service without the right to a pension.

HOW CAN I CLAIM?

The service calculation claim must be submitted online to INPS through the dedicated service.

Alternatively, claims can be made by:

  • Calling the contact centre on 803 164 (free from Italian landlines) or 06 164 164 from mobile phones.
  • using the telematic services offered by patronage institutes and intermediaries of the Institute.

Processing times of the measure

The deadline to define the measure was set at 85 days by the Regulation for the definition of the terms to conclude the administrative proceedings adopted by INPS pursuant to Article 2 of Law no. 241/1990.

The table attached to the Regulation shows both the deadlines for defining the measures established by the Institute that are longer than the normal 30-day period, and the indication of the relevant manager.
