What is it?

Every year, INPS supports participation in one- or two-year university masters courses in Italy by providing contributions to partially cover tuition fees.

Who is it aimed at?

The benefit is intended for the children or orphans of:

  • members of the Unified Scheme of Credit and Social Benefits;
  • pensioners of the Civil Servants’ Pension Scheme (GDP);
  • members of the Teachers and School Managers Assistance Scheme (ENAM);

who have, up to the age of 29 at the time of claim submission, a diploma of:

  • three-year degree; 
  • master's degree. 

How does it work?

START DATE AND DURATION

Contributions are awarded per academic year through a competition tender, published on the INPS website in the “Welfare, Assistance and Mutuality” section.

There are two rankings based on the enrolment fund of the entitled parent (GDP or ENAM), created by summing the degree grade score with the score corresponding to the ISEE category.

WITHDRAWAL OF BENEFIT

Following the publication of the ranking list of those conditionally admitted to the benefit, the student must:

  • access the procedure in line with the terms specified in the tender;
  • attach the required documentation.

INPS will pay the beneficiary 50% of the contribution amount within 60 days after receiving the documents related to enrolment in the master's course.

Documents for the payment of the balance must be submitted by the deadline indicated for the annual master's degree.

INPS will disburse the remaining 50% of the contribution within 60 days of receiving the documents certifying the completion of the qualification for the one-year master's degree. 

For two-year masters degrees, INPS will disburse the remaining 50% in two instalments, each equal to 25% of the grant amount:

  • the first within 60 days following the end of the first year of the master's degree;
  • the second within 60 days of acquiring the documents certifying the achievement of the two-year degree.

Claim

REQUIREMENTS

In order to be admitted to the competition, the candidate must:

  • possess the ISEE (Equivalent Economic Situation Indicator) for university benefits referring to the household, valid at the date of the claim. It is worth remembering that INPS assumes no responsibility in the event of failure by the affiliated institutes to transmit the certification online or the incorrect transcription of the claimant's tax code;
  • have a university degree. The merit requirement (grade) will be verified at the MUR. Participation in the competition tender implies authorisation for INPS to check with the MUR that the merit requirements for access and for exact positioning in the ranking list are met. If the data in the procedure is incorrect, you may proceed with the ‘change of data for review’ within seven days after the deadline. 

The contribution to cover tuition fees for masters courses in Italy is calculated as a percentage of the ISEE value for university benefits of the family unit to which the student belongs, up to a maximum of Euro 10,000.

The claim may only be submitted after the tender has been published.

HOW CAN I CLAIM?

The claim can be submitted exclusively online: after clicking on “Use service”, select "Welfare Benefits Portal”.

Processing times of the measure

The deadline to define the measure was set at 30 days by the Regulation for the definition of the terms to conclude the administrative proceedings adopted by INPS pursuant to Article 2 of Law no. 241/1990.

The table (in Italian) attached to the Regulation shows both the deadlines for defining the measures established by the Institute that are longer than the normal 30-day period, and the indication of the relative manager.
