The benefit consists of refund of part of the amount paid to the Risks Fund, for the insurance of the death bonus risk, by pensioners (ex INPDAP and INPS) when concluding a loan with banks or financial institutes affiliated with the same social security institutes, if the loan signed before 31 May 2013 is repaid in advance.
Pensioners enrolled in one of the pension funds of ex INPDAP and INPS who have concluded a loan with a bank or a financial institution with which the INPS have an agreement, and who have been guaranteed the death bonus insurance risk by Fondo di Previdenza e Credito of ex INPDAP (Risks Fund) can claim the amortisation of the portion of the insurance premium if they pay off the loan early.
In fact, in order to ensure that pensioners benefit from more favourable contractual conditions than those on the market (article 8, ministerial decree no. 313 of 27 December 2006, "Regulation for the implementation of article 13 bis, Legislative Decree no. 50 of 15 February 2005), at the time of the subscription of the loan, should the risks fund rate be less burdensome than the market costs of the death bonus policy, the financial operator must use Risks Fund coverage, paying to the Fund the insurance portion withheld from the pensioner at the time of disbursement of the loan to the extent indicated in the Risks Fund rate table approved by resolution of the Management Committee no. 473 of 10 May 2007.
Loans concluded after the date of 31 May 2013 are not guaranteed by the Risks Fund and therefore, starting from 1 June 2013 the coverage of the death bonus risk of the pensioner is guaranteed exclusively by companies on the market.
What am I entitled to?
The refund amount is determined by the amount of the insurance premium paid and by the guarantee period not used (Article 38 of Presidential Decree no. 180 of 5 January 1950).
How can I claim?
Pensioners enrolled in one of the pension funds of ex INPDAP and INPS who, by 31 May 2013, have concluded a loan with a bank or a financial institution, have an agreement with the INPS, and who have been guaranteed the death bonus insurance risk by Fondo di Previdenza e Credito of ex INPDAP (Risks Fund) must submit a claim to claim the amortisation of the portion of the insurance premium not used if they pay off the loan early.
The refund claim can be presented to INPS by filling out the form available online.

The Credit Benefits area, of Central Department of Credit, welfare and social structures (Prestazioni Creditizie, della Direzione centrale Credito, welfare e strutture sociali), may order the refund only when the bank or financial institution has submitted the documentation certifying the effective early extinction of the loan to the territorially competent INPS office and the loan will be extinguished.
