What is it?
Every year, INPS supports, by providing scholarships, participation in “executive” university masters courses for public administration civil servants enrolled in the Unified Scheme of Credit and Social Benefits (Credit Fund).
Level I and II “executive” university masters courses, promoted by state and non-state universities recognised by the Ministry of Education, University and Research (MIUR) for the award of academic degrees in Italy, are aimed at guaranteeing high-level and qualified professional training and refreshers.
Who is it aimed at?
The scholarships are aimed at public administration employees who:
- are permanently in service;
- have been enrolled in the Unified Scheme of Credit and Social Benefits (Credit Fund) for at least one year.
How does it work?
The contribution is assigned by means of a competition notice published online on the INPS Portal every year.
Classifications are prepared by adding:
- the score for length of service (with a permanent contract) in the public administration;
- the score corresponding to the 2025 ISEE indicator class.
The successful applicant will receive the grant and choose the university where they will attend the Level I or II executive master's degree.
Upon acceptance of the benefit, the successful applicant must hold a report prepared by their employer or the head of their Organisational Unit, certifying that the chosen executive master's degree is relevant to their duties and, more generally, to their work and function, in order to ensure consistency between the training and the employee’s professional activity.
The grant amount may vary depending on the attendance mode:
- in person;
- in blended mode;
- live distance learning (FAD) courses.
Claim
REQUIREMENTS
To be eligible for the scholarship competition, the candidate must:
- have been a permanent employee of the public administration in service and enrolled in the Unified Scheme of Credit and Social Benefits for at least one year; the status of employee of the public administration must be maintained for at least two years after obtaining the master’s degree, under penalty of reimbursement of the cost of the master’s degree;
- hold a university-level qualification (Art. 16, paragraph 2, Presidential Decree 162/1982) required for access to a Level I master's degree;
- for access to a Level II master's degree, have obtained a master's degree or an old-system degree;
- not have already been awarded scholarships by the Institute for "executive" masters courses and/or professional refresher courses, affiliated and financed by the Institute.
WHEN CAN I CLAIM?
The application must be submitted within the time limits laid down in the competition announcement.
HOW CAN I CLAIM?
Candidates may apply exclusively online to INPS via the dedicated service, in accordance with the procedures set out in the competition announcement. Announcements and classifications can be found in the Welfare, Assistance and Mutuality (in Italian) section.
Before filling out and submitting the online application, it is important to make sure that you have access credentials.
After the classifications of those admitted with reservation have been published, the applicant to the benefit must submit all documentation required by the competition notice online by using the dedicated service.
Processing times of the measure
The deadline to define the measure was set at 30 days by the Regulation for the definition of the terms to conclude the administrative proceedings adopted by INPS pursuant to Article 2 of Law no. 241/1990.
