What is it?

Every year, INPS supports, by providing scholarships, participation in “executive” university masters courses for public administration civil servants enrolled in the Unified Scheme of Credit and Social Benefits (Credit Fund).

Level I and II “executive” university masters courses, promoted by state and non-state universities recognised by the Ministry of Education, University and Research (MIUR) for the award of academic degrees in Italy, are aimed at guaranteeing high-level and qualified professional training and refreshers.

Who is it aimed at?

The scholarships are aimed at civil servants of the public administration enrolled in the Unified Scheme of Credit and Social Benefits (Credit Fund).

How does it work?

START DATE AND DURATION

The contribution is assigned by means of a competition notice published online on the INPS Portal every year.

At the same time, each affiliated university publishes on its website the relevant call for admission to each “executive” university master course to be activated in the academic year.

WITHDRAWAL OF BENEFIT

Claims for the scholarship must be submitted by the applicant within the same deadlines as for each tender to the master course in question, published by the universities. The details of each academic initiative and its deadline, as well as the requirements for admission to the courses, can be found on the university's website, the link to which is stated in Annex 1 to the INPS competition notice.

REQUIREMENTS

To be eligible for the scholarship competition, the candidate must:

  • be a serving civil servant of the public administration enrolled in the Unified Scheme of Credit and Social Benefits; the status of civil servant must be maintained for at least two years after obtaining the master's degree, under penalty of repayment of the cost of the master's degree;
  • have applied to the chosen university for the “executive” mastercourse for which they intend to apply for the scholarship;
  • not have already been awarded scholarships by the Institute for "executive" masters courses and/or professional refresher courses, affiliated and financed by the Institute.

To be eligible for the scholarship, the candidate must meet all the requirements laid down by the university for admission to the university master course for which he/she wishes to apply and have passed the selection tests.

Candidates wishing to take advantage of the grant may enclose with their enrolment to the university a report from their administration setting out the reasons supporting their candidature, also with reference to the employee's particular professional characteristics.

The presence of the report will therefore be given priority over the non-submission of the same, and the university will be able to award an additional score (within a maximum of 20 points out of 100), for the admission of candidates to the Masters course.

The value of the benefit (scholarship) is paid by INPS directly to the affiliated university.

WHEN CAN I CLAIM?

The claim for the scholarship must be submitted within five days after the universities publish the list of successful candidates.

HOW CAN I CLAIM?

The interested person must send the claim, one for each master course chosen, exclusively online to INPS through the dedicated service, in accordance with the procedures indicated in the competition notice. Competitions and classifications can be found in the Welfare, Assistance and Mutuality section.

Processing times of the measure

The deadline to define the measure was set at 30 days by the Regulation for the definition of the terms to conclude the administrative proceedings adopted by INPS pursuant to Article 2 of Law no. 241/1990.

The table attached to the Regulation shows the deadlines for defining the measures established by the Institute that are longer than the normal 30-day period, and the indication of the relative manager.
