What is it?
INPS supports students living away from home through the provision of scholarships intended to cover part of the costs of attending Higher Technical Institutes (ITS).
ITS offer post-high school diploma technical specialisation programmes related to areas that are considered a priority for the country’s economic development and competitiveness.

Who is it aimed at?
The scholarships are intended for children or orphans of members (dependent workers or pensioners) enrolled in the Unified Scheme of Credit and Social Benefits.
How does it work?
Scholarships are awarded through participation in a competition. The competition tender is published annually.
Students who attend an ITS located in a municipality at least 100 km away and in a province other than their province of residence are classed as commuter students. The distance of 100km refers to the shortest possible route determined by the shortest available route across any existing transport links, such as rail or road.
The competition tender is generally published between the penultimate quarter of the year and the first quarter of the following year and can be consulted in the “Welfare, Assistance and Mutuality” section, under “Bandi nuovi” (In Italian).
Claim
REQUIREMENTS
Applicants for the attendance of Higher Technical Institutes must:
- have obtained their upper secondary school qualifications (or the four-year vocational education and training qualification for those who have participated in a one-year integrated Higher technical education and training (IFTS) course);
- meet the minimum attendance requirements of the Higher Technical Institute (only applicable to those who have already completed the first year of the training course or the second year in the case of a three-year course);
- hold a lease or hospitality agreement in the name of the student or of the family member on whom the student is fiscally dependent, or an assignment deed granting use of the property. The municipality in which the property is located must be the same as that in which the Institute is based (or a neighbouring municipality). For students enrolled at naval academies, certification is required attesting the period spent on board, in the case of navigation-based training, or at accommodation or facilities of the Merchant Marine Naval Academy Foundation, or at facilities associated with and formally affiliated with the ITS attended;
- not be in receipt of any other similar allowances provided by INPS, the State or other public or private institutes, in Italy or abroad, with a value of more than 50% of the amount of the scholarship offered for the academic year in question;
- be students who will attend a Higher Technical Institute located in a municipality other than their place of residence, at least 100 kilometres away and in a different province, during the academic year covered by the competition tender. The distance is calculated with reference to the shortest route, based on any existing means of transport, for example rail or road.
HOW CAN I CLAIM?
Claims must be submitted online to INPS using the “Welfare Benefits Portal” service.
In order to consult the claims from previous years, you need to use the Portal for Civil Servants’ Pension Scheme services (Workers and Pensioners) service.

The application must be submitted by a student of legal age as applicant/beneficiary.
Processing times of the measure
The deadline to define the measure was set at 30 days by the Regulation for the definition of the terms to conclude the administrative proceedings adopted by INPS pursuant to Article 2 of Law no. 241/1990.
