What is it?

The Cohesion Decree Incentive is a monthly €500 contribution, payable for 36 months, for unemployed people under the age of 35.

Who is it aimed at?

Unemployed people under the age of 35 who start entrepreneurial or freelance professional activities in Italy between 1 July 2024 and 31 December 2025 in sectors considered strategic for the development of new technologies and the digital and ecological transition, as provided for by the Cohesion Decree, which is intended to support youth self-employment (Decree-Law No. 60 of 7 May 2024, converted, with amendments, into Law No. 95 of 4 July 2024).

The strategic sectors have been defined by the implementing decree (interministerial decree of 3 April 2025) and are set out in INPS circular no. 148 of 28 November 2025 (in Italian).

If the business is incorporated as a company, the monthly contribution may be granted to only one shareholder or partner who meets the eligibility requirements.

How does it work?

START DATE AND DURATION

The incentive, exempt from IRPEF (personal income tax) taxation, is paid:

  • annually by INPS in advance for the number of months during which the business or freelance professional activity is carried out, subject to the availability of funds;
  • for a maximum period of three years and, in any event, no later than 31 December 2028.

The contribution is granted from:

  • the month following the month in which the claim is submitted, if the activity was started on or after the date of publication of INPS Circular No. 148 of 28 November 2025;
  • the month following 15 May 2025 (the date of publication of the implementing decree), if the activity was started before that date;
  • the month in which the activity was started, if it was started before 28 November 2025 but after 15 May 2025.

Claim

REQUIREMENTS

  • to persons under 35 years of age;
  • unemployed.

The contribution constitutes compatible state aid within the meaning of EU Regulation No. 651/2014.

To benefit from the Incentive, the conditions detailed in INPS circular no. 148 of 28 November 2025 (in Italian), to which reference is made, must be complied with.

Eligible persons must submit a specific claim to INPS exclusively via electronic means.

WHEN CAN I CLAIM?

For activities started within the prescribed period (1 July 2024–31 December 2025), the claim must be submitted to INPS within 30 days of the start of the activity.

In particular:

  • for entrepreneurial activities:
    • within 30 days of the start of the entrepreneurial activity, if the activity began after 28 November 2025 (the date of publication of the Circular);
    • within 30 days from 28 November 2025, if the entrepreneurial activity was started before that date;
  • for freelance professional activities, as required by message no. 270 of 27 January 2026 (in Italian):
    • from 31 January to 2 March 2026.

HOW CAN I CLAIM?

The claim must be submitted exclusively via the Point of access to non-pension benefits (in Italian): after authenticating with your digital identity (SPID/CIE/CNS/eIDAS), select "Cohesion decree incentive".
