Declaration of income status (RED)

The service allows pensioners with income-related benefits to submit an income declaration through the RED form in order to allow INPS to determine the right to maintain, obtain or lose such benefits and establish their amount.

What is it?

It is a mandatory declaration for pensioners with benefits related to their own or household income.

With the RED campaign, INPS determines the right to maintain, obtain or lose these benefits. If they are not paid in a fixed amount, INPS will also set the amount.

Please note that the Institute does not send paper communications to pensioners residing in Italy to request income declaration.

Who is it aimed at?

It is designed for:

  • pensioners whose income situation has changed compared with the previous year and who, prior to the review, had only pension income (their own and, where applicable, that of their family members);
  • holders of income-related benefits with unreported income for tax purposes (Form 730 or REDDITI PF). For example:
    • employment abroad;
    • bank, postal, BOT, CCT and other government bond interest;
    • income from investment units subject to withholding tax at source as a final tax or as a substitute for IRPEF;
  • pensioners exempt from filing a tax return with the Revenue Agency, with additional income other than their pension and first home. For example, recipients of the Family Allowance (ANF);
  • recipients of certain types of income relevant for social security purposes, declared to the Revenue Agency using Forms 730 or REDDITI PF. For example:
    • income from coordinated and continuous collaboration work or income treated as equivalent.
    • income from self-employment, including occasional work.

INPS circular no. 195 of 30 November 2015 (in italian) identifies the categories of individuals who are required to submit an income declaration. For each income-related benefit, the regulatory references and relevant types of income are found in the annex to message No. 4023 of 5 October 2016.

Pensioners residing in Italy who have reported all income to the Revenue Agency with Form 730 or REDDITI PF are not required to submit the RED Form.

In these cases, INPS will obtain information from:

  • the Revenue Agency;
  • other public databases.

How does it work?

The declaration must be submitted online using the “simplified RED" service by logging in with your credentials.

Alternatively, it is possible to contact:

  • a CAF (fiscal assistance centre) and other qualified entities affiliated with INPS;
  • INPS’ local offices.

Pre-filled RED online service

The service pre-populates the income data already held by INPS. With the consent of the data subject, it is possible to confirm, supplement or rectify the data and send the declaration online.

A Virtual Assistant (chatbot) is available during completion of the declaration to clarify how income information should be reported and the criteria used for its assessment.
