What is it

The Quality Agricultural Work Network was established at INPS in order to select agricultural companies and other parties indicated by current legislation that, upon submission of a specific claim, distinguish themselves by their compliance with labour standards, social legislation, income taxes and value added taxes.

Who is it aimed at

Agricultural companies may access the Quality Agricultural Work Network, as defined by Article 2135 of the Italian Civil Code (in Italian) (pdf 171KB) and as specified in the Regulations for the organisation and operation of the Steering Committee of the Quality Agricultural Work Network (in Italian) (pdf 203KB) adopted by resolution of 15 January 2025.

Article 6, paragraph 1, Decree-law no. 91 of 24 June 2014 (in Italian) (pdf 30.7KB), converted, with amendments, by Law no. 116 of 11 August 2014 and amended with Article 8, Law no. 199 of 29 October 2016, establishes that agricultural companies who meet the following requirements can take part in the quality agricultural work network:

  • have no criminal convictions for infringements of labour and social legislation, crimes against the public administration, crimes against public safety, crimes against the public economy, industry and commerce, animal-related crimes and crimes in matters of income and value added taxes, crimes referred to in Articles 600, 601, 602 and 603-bis of the Italian Criminal code;
  • have not been recipients, in the last three years, of administrative penalties, even if not definitive, for infringements regarding labour and social legislation and compliance with obligations relating to the payment of taxes and fees. This provision does not apply where the offender or the party who is jointly liable has resolved, prior to the issuing of the definitive decision, the non-compliance and settled the payment of the penalties on a subsidised basis within the terms provided by applicable legislation;
  • is up to date with the payment of social security contributions and insurance premiums;
  • applies the collective agreements referred to in Article 51 of Legislative Decree no. 81 of 15 June 2015;
  • is not controlled or connected, pursuant to Article 2359 of the Italian Civil Code, to persons who do not meet the legal requirements stated above.

In paragraphs 1 bis and 7 bis of the same article, it must be noted that other parties (single branches for immigration, local institutes, Labour centres, bilateral institutes set up by institutions of employers and workers in agriculture, etc.) may also be accepted, through the stipulation of specific agreements.

How does it work

To become part of the Quality Agricultural Work Network, an online claim must be submitted through the dedicated service.

Inclusion in the Network is made official with the publication of the list of accepted companies (in Italian) (pdf 5 MB), which is updated on a continuous basis.

To search for a company:

1. click on accepted companies;

2. press the "Ctrl" key and the "F" key of the keyboard simultaneously, so as to display the "Find" function;

3. write the company's tax identification code in the appropriate space;

4. click on the "Next" button.

 

The Quality Agricultural Work Network is monitored by a Steering Committee that:

  • decides upon the requests to participate;
  • excludes agricultural companies that lose the legal requirements necessary for inclusion;
  • drafts, updates and publishes on this site the list of admitted companies;
  • facilitates the stipulation of the agreements referred to in paragraphs 1 bis and 7 bis of Article 6, Legislative Decree no. 91/2014, converted by Law no. 116/2014 and amended by Article 8, Law no. 199/2016.

 

Claim

HOW CAN I CLAIM

To be part of the Quality Agricultural Work Network, an online claim must be submitted through the dedicated service. 

It is also necessary to have a certified email address (CEM), which must be specified, confirmed or modified in the service management procedure.

Clicking on the "Confirm" button will take you to the form that allows you to select the agricultural company or other entity provided for by law, for which you intend to complete and send the registration claim. Through the appropriate upload function, the subscriber of the claim must attach a copy of their valid identification document. 

The claimant can check the status of the claim at any time, indicated with specific icons: "Fill in the form", "Sent", "Accepted", "Accepted with reservation" (if an investigation supplement is in progress that requires further checks) and "Rejected".

Once this is complete, the correct sending and receipt by INPS is confirmed by the possibility of viewing and printing a dated copy of the claim. The outcome of the claim will be communicated via the certified email address (CEM) indicated by the claimant.

Processing times of the measure

The ordinary deadline for issuing the decisions is set at 30 days under Law no. 241/1990. In some cases the law may set different deadlines.
