SISDA – transmission of the Progetto di Vita (Life Project) requests

The service allows people with disabilities, or their representatives, to submit a request to prepare the progetto di vita (life project) by consenting to the transmission of the disability certificate to the relevant Ambito Territoriale Sociale (ATS) and by providing any additional information required to initiate the multidimensional assessment procedure.

What is it?

The “progetto di vita (life project)” is a framework designed to support people with disabilities throughout their lives and help them define and achieve their goals. It is an individualised, personalised and participatory project designed to identify, from a holistic perspective, the formal and informal support measures needed to enable the person to improve their quality of life and develop their full potential, on an equal basis with others, in the different life settings they freely choose, in accordance with the principles set out in the UN Convention on the Rights of Persons with Disabilities.

A person with a disability who chooses not to initiate the request process for a “progetto di vita (life project)” may nevertheless access the available local services directly. It is always possible to request services, interventions and support, subject to the resources available, by contacting social, social-and-healthcare and healthcare services, as well as targeted work placement, in accordance with current legislation and the procedures established by the relevant local authorities and organisations (municipalities, ASSTs, ATSs, ASLs/AUSLs, ASTs, ASPs and Third Sector organisations).

Please note that choosing not to initiate the “progetto di vita (life project)” does not affect the provision of financial benefits associated with recognition of disability status.

Who is it aimed at?

Residents of the provinces affected by the experimentation of the reform referred to in Legislative Decree 62/2024 may submit the request for the preparation of the "progetto di vita (life project)" if they meet the following alternative minimum requirements:

  • a certificate attesting to the condition of disability pursuant to Legislative Decree 62/2024, in which at least one of the following conditions is present:
    • civilian disability exceeding 33%;
    • residual sight not exceeding 1/20 in both eyes or in the better eye, even with a correction or binocular residual visual field of less than 10%;
    • hearing impairment due to congenital or acquired deafness during developmental age that has impaired the normal acquisition of spoken language, provided that the deafness is not exclusively of psychological origin or attributable to war, occupational or service-related causes. In particular, hearing impairment of not less than 75 decibels on average between the frequencies 500, 1000 and 2000 Hz in the best ear acquired by the 12th year of age;
    • need for at least minor support pursuant to Article 3, paragraph 2, of Law 104/1992;
    • for the minor – persistent difficulties in carrying out the tasks of their age, i.e. hearing loss with a hearing loss greater than 60 decibels in the best ear in the frequencies of 500, 1,000, 2,000 hertz;
    • for people over 60 – persistent difficulties in carrying out the tasks and functions of their age, at least of a mild type (corresponding to disabilities between 33.3% and 66.6%);
  • a certification issued pursuant to Italian Law no. 104 of 5 February 1992 before the reform (Article 35, paragraph 4, of Italian Legislative Decree 62/2024).

Possession of the minimum requirements indicated above is a necessary condition for eligibility. Please note that the ATS is responsible for finalising the request, and this depends on the outcome of the multidimensional assessment.

Please note that, pending completion of the overall regulatory framework, including the reform concerning Seniors under Legislative Decree No. 29/2024, persons over 70 who are not self-sufficient are excluded from submitting a request. Under Annex 3 to Prime Ministerial Decree No. 159/2013, these persons are identified as recipients of the attendance allowance for civilian invalidity or total blindness.

How does it work?

In order to use the service, users need to log in using their digital identity (SPID at least level 2, CIE level 3.0 or CNS).

By submitting the request, the person with a disability claims and authorises INPS to transmit to the competent Ambito Territoriale Sociale (ATS) for their municipality of residence, or to another institution designated under regional legislation, the certificate attesting to their disability status and any subsequent changes, the Whodas questionnaire and the contact details provided. Subsequently, the competent Ambito Territoriale Sociale (ATS) will contact the person with a disability to begin the procedure for preparing the “progetto di vita (life project)“.
