Freedom Income

The service allows a claim to be made for a financial contribution for women who are victims of violence, to support them throughout the process of getting away from situations of violence, regaining autonomy for themselves and for their children.

What is it

The Freedom Income is a financial contribution intended for women who are victims of violence, with or without children, supported by anti-violence centres and social services.

Who is it aimed at

 It is aimed at women:

  • victims of violence;
  • residents in Italy:
    • Italian citizens;
    • community citizens;
    • in the case of citizens of a non-EU country in possession of a legal residence permit, including foreigners with the status of political refugees or subsidiary protection;
  • in a condition of poverty, linked to a state of extraordinary or urgent need, declared by the relevant local professional social services;
  • supported by an anti-violence centre recognised by the Region and social services.

How does it work

The Freedom Income is a contribution aimed at supporting women in their path to escape from violence by facilitating:

  • housing and personal autonomy;
  • education and training for children who are minors.

The measure:

  • has a maximum amount of 500 euro per month, granted as a single monthly sum for a maximum of 12 months;
  • is compatible with other support such as the Inclusion Allowance.

Claim

The inter-ministerial decree of 2 December 2024 (in force since 4 March 2025), has provided for a transitional regime for the resubmission of claims that were not accepted due to insufficient budget.

TRANSITIONAL REGIME

Claims that were not accepted due to insufficient budget:

  • may be resubmitted to INPS from 5 March to 18 April 2025 through the Municipalities;
  • take priority over new claims.

Claims that have not been resubmitted shall lapse permanently.

Municipalities may resubmit claims through the online service available on the page "Submission of claims, instructions and software for social benefits".

In the section of the service dedicated to Freedom Income, the Municipality can:

  • view claims that have not been not accepted due to insufficient budget;
  • confirm that the requirements are met;
  • resubmit claims.

The Municipalities will provide the woman with a copy of the resubmitted claim, which carries the number of the claim, and the date and time of submission of the original claim.

INPS accepts resubmitted claims, on a regional basis, according to the chronological order of the original claim, within the limits of the resources available for 2024 and 2025.

Claims resubmitted in the transitional period retain priority over new claims, until 31 December 2025.

Claims that are not accepted by this date shall lapse permanently. It is possible to submit a new claim from 1 January 2026.

SUBMISSION OF NEW CLAIMS FROM 2025

Once the transitional regime period has ended, a new claim may be submitted, using the SR208 (in Italian) form, from the date communicated by the Institute.

To access the contribution, in the claim:

  • the legal representative of the anti-violence centre who has taken charge of the woman must certify the path of autonomy and emancipation undertaken;
  • the social services must certify the state of need linked to the extraordinary or urgent situation.

Municipalities send the complete claim to INPS using the service available on the page "Submission of claims, instructions and software for social benefits".

Through the service they can acquire the unique code that shows the submission date and time of the claim, determining the order in the regional classification, for acceptance within the limits of the available resources.

Claims that are not accepted due to insufficient budget may be accepted later, by 31 December of the year of submission, within the limits of the additional resources available, otherwise they lapse permanently and can be resubmitted the following year.

With INPS circular no. 54 of 5 March 2025 (in Italian) ,the Institute explains Freedom Income, specifying:

  • requirements;
  • tax regime;
  • compatibility with:
    • other support measures;
    • other economic subsidies, also of a different nature.

The resources allocated to each Region by the State can be increased by the Regions themselves with additional resources transferred directly to INPS.

For the increase with own resources, the Regions may submit a claim by certified email to the Central Directorate for Inclusion and Support for Families and Parenthood.
