What is it?

The service allows foreign workers employed under a non-seasonal contract, in the event of permanent return to the country of origin, to:

  • retain the pension and social security rights acquired in Italy;
  • benefit from those rights even in the absence of reciprocal agreements with their country of origin.

Who is it aimed at?

It is intended for foreign workers who paid their contributions in Italy and who have permanently returned to their country of origin.

How does it work?

Foreign workers employed after 1 January 1996 may, following their permanent return to their country of origin, receive an old-age pension calculated under the contributory system:

  • upon reaching retirement age (67 years for 2023-2024) with possible adjustments based on life expectancy;
  • even if they have not paid contributions for 20 years.

Foreign workers employed before 1 January 1996 may, following their permanent return to their country of origin, receive an old-age pension calculated under the remuneration or mixed system:

  • upon reaching retirement age (67 years for 2023-2024) with possible adjustments based on life expectancy;
  • with 20 years of contributions paid.

In the event of death after reaching retirement age, a survivor’s pension is payable, provided the conditions applicable to workers in general are met.

Claim

The claim must be submitted:

  • directly by the person concerned;
  • through a patronage institute.

Workers who have definitively returned to their country of origin may:

  • submit a claim online, if they hold the required credentials, attaching the documentation authenticated by the Italian Consulate in their country of residence;
    • send this documentation by post to “Direzione provinciale INPS di Perugia”, via Canali, 5 - 06122 Perugia, Italy;
  • submit a claim at the Italian Consulate where they reside, if they do not hold the credentials.

Both procedures apply to foreign nationals of countries with which Italy has not concluded a social security agreement.

Processing times of the measure

The ordinary deadline for issuing a measure is set at 30 days under Law no. 241/1990. In some cases the law may set different deadlines.
