What is it?
The service for Monitoring Employment Adequacy in Contracts (MoCOA), by reconstructing the chain of the parties involved in the execution phases of a works or services contract, supports and enhances the processes for verifying the adequacy of the contribution fulfilments of the contractor companies and any subcontractors in terms of duly reported labour.
Who is it aimed at?
The service is available for private employers and their intermediaries. The access and operations in the procedure, moreover, is allowed to parties explicitly authorised by the employer through the "Enabling access to Monitoring of Employment Adequacy for Contracts" service.
How does it work?
The MoCOA is based on an activity of cross-referencing the data of the workers employed on contract/subcontracting agreement, known to the client, and those then actually reported in UNIEMENS by the contractors/subcontractors.
The contracting companies, throughout the course of the contract, will thus have the opportunity to receive confirmation or not of compliance with the commitments made by the contractors at the time of awarding the contract in terms of labour duly reported.
The system, in fact, prepares a monthly report entitled "Document of Employment Adequacy in Contracts" (DoCOA), which highlights any discrepancies and/or inconsistencies in the data declared in UNIEMENS and those registered in the MoCOA.
By accessing the MoCOA home page, it is possible to view and consult all the contracts attributable to the person who has logged in. The "Add new contract" function is also available, which allows individuals to register every single new contract.
For registration purposes it is necessary to provide the required information relating to the contract and any subcontracting. Some data are preloaded automatically by the procedure, because they are already available in the Institute's archives (business name and trading name, tax identification code, certified email addresses of the client), others must be registered by the client, also through the selection from the drop-down menu. The various functions are active and can be used based on the profile of the user who is logged in.
For each contract, in addition to the general information, the client must enter the data relating to the contractor and indicate the possibility of subcontracting, ticking the relevant item; in the absence of this indication, which can only be carried out by the client (both during registration and subsequently), it will not be possible to enter any information relating to the subcontractor and the subcontracting agreement.

Processing times of the decision
The ordinary deadline for issuing the decisions is set at 30 days under Law no. 241/1990. In some cases the law may set different deadlines.
