What is it?
From this page it is possible to access:
- services for enrolment to Home Care Premium (HCP) Programmefor persons who are not self-sufficient, by:
- Ambiti Territoriali Sociali (ATS) (Territorial and Social Areas);
- public institutions;
- benefit management service related to the HCP 2022 tender.
The supplementary benefits consist of the provision of services to the person by entities, residing within the territory of the Ambiti Territoriali, who:
- enter into an agreement with the Institute;
- are identified through the call for tender.
Who is it aimed at?
The service is aimed at:
- Ambiti Territoriali Sociali (ATS) (Territorial and Social Areas);
- public institutions (in the absence of ATS), able to provide assistance services to the person, affiliated with INPS.
How does it work?
Ambiti Territoriali and public institutions can join the project by entering into an agreement with INPS for the provision of supplementary benefits offered by the Home Care Premium tender.
Interested parties, with access credentials, must claim authorisation for the online home care service by sending the RA013 (in italian) form to:
- INPS Regional Directorate;
- relevant Metropolitan Coordination Directorate.
The form must be completed by selecting the role "Home Care Premium 2025 – Operator profile".
The user will then be able to submit their claim.
For the management of benefits related to claims submitted up to 31 January 2025, the "HCP Home Care - Civil Servants’ Pension Scheme (Institutions and ASL - Local Health Authority)" service is available through this page, which allows users to:
- look at documents;
- manage documents.
Claim
The claim for accreditation must be submitted through the online service, which will be available starting 1 April 2025.
The Ambiti Territoriali, after qualifying for the service, must indicate:
- the supplementary benefits offered;
- the names of the professionals;
- the rates suggested by professionals.
To be able to reach an agreement, it is necessary to enter, within the deadlines specified in the tender:
- at least three of the professional benefits;
- the relevant accredited professionals.
The proposed rates, prior to the conclusion of the agreement, are subject to approval and verification of adequacy by the Institute.
The signing of the agreement is subject to:
- verification of the requirements;
- acquisition of DURC (certificate of contributions compliance).
If Ambiti Territoriali does not accept the proposal for enrolment, the agreement may be signed with another public institution.

Processing times of the measure
The deadline to define the measure was set at 30 days by the Regulation for the definition of the terms to conclude the administrative proceedings adopted by INPS pursuant to Article 2 of law no. 241/1990.
