What is it?
The Home Care Premium (HCP) Programme is aimed at persons who are not self-sufficient, with the aim of acting on their social care sphere.
Beneficiaries are entitled to:
- a financial contribution (prevailing benefit) aimed at reimbursing the expense incurred for the home care personnel hired with a domestic work contract;
- personal assistance services (supplementary benefit) provided by professionals accredited with the Institute, through the collaboration of territorial areas or affiliated institutions (the list is available in the section dedicated to the competition).
If there is no affiliated institution in the area of residence, the beneficiary is entitled to an increase of 15% calculated on the amount of the prevailing benefit, within the limits of the sums due pursuant to the tender.
Who is it aimed at?
The benefit is aimed at:
- employees enrolled in the Unified scheme of credit and social benefits;
- pensioners enrolled in the Unified scheme of credit and social benefits;
- spouses and persons bound by civil partnership (Law no. 76/2016), in the absence of a separation judgement or cause for dissolution;
- brothers, sisters and first-degree relatives, exclusively if these subjects are entrusted with the protection or care of the holder;
- first-degree relatives, even if not cohabiting.
Minors entrusted to the holder through custody (family, judicial or pre-adoptive) are treated as equivalent to children, for the duration of custody.
Beneficiaries must be identified among adults or minors with disabilities.
How does it work?
The call for tender is published on the Institute's website, in the Credit and Welfare Calls for tenders and Notices (in Italian) section.
The claim to participate in the call can be submitted online, from this page, through the "Welfare benefits portal" service.
The beneficiaries, following the publication of the classifications, can manage the benefits through the “Benefits and professionals management portal" service.
The contribution budget is determined on the basis of:
- the band corresponding to the assessment of the state of need;
- the degree of disability;
- the economic conditions (ISEE value).
In the absence of a DSU (single substitute statement):
- the beneficiary is automatically placed in the highest ISEE band;
- is not entitled to supplementary benefits.
At the end of the verification of the requirements, INPS communicates to the claimants:
- acceptance of the claim;
- or the notice of rejection, with the invitation to modify or supplement the missing information.

HOW CAN I CLAIM
The claim can be submitted through the following channels:
- online, by logging in with one’s own credentials to the dedicated service ("Welfare benefits portal");
- Calling the contact centre on 803 164 (free from Italian landlines) or +39 06 164 164 (from mobile phones), always using your own credentials;
- patronage institutes, by entering the protocol of the DSU and the details of the report certifying the state of disability.

The deadline to define the measure was set at 30 days by the Regulation for the definition of the terms to conclude the administrative proceedings adopted by INPS pursuant to Article 2 of Law no. 241/1990.
