What it is
As part of social benefits, INPS has launched a competition tender, called Long Term Care, for the recognition of contributions to cover all or part of the cost incurred by individuals with diseases who require:
- long-term care;
- hospitalisation in Health Care Residences (RSA) or in specialised facilities.
Who is it aimed at
The following individuals may claim hospitalisation contributions paid by means of a competition tender:
- employees and pensioners enrolled in the Unified Scheme of Credit and Social Benefits;
- those in service enrolled in the ex IPOST Pension Scheme;
- pensioners of the ex IPOST Pension Scheme;
- their spouses, for whom there has been no separation judgement;
- first-degree relatives, including non-cohabitants;
- persons bound by civil partnership and cohabitants pursuant to Law no. 76/2016;
- brothers, sisters and first-degree relatives, if the holder is their guardian or curator;
- the right holder's orphaned children;
- minors in foster care, judicial custody or pre-adoptive custody are treated as equivalent to children.
How does it work
The competition tender is published on the Institute's website, in the Welfare, Assistance and Mutuality (in Italian) section.
The Long Term Care benefit consists of the provision of an economic contribution to cover all or part of the cost incurred by individuals with diseases that require long-term continuous care, hospitalised for a fee to:
- Health Care Residences;
- facilities that comply with the regional accreditation criteria for the provision of social and health services.
The contribution is not intended for:
- the stay in facilities for partially self-sufficient guests, who need non-continuous health care;
- admission to day centres.
The contribution is recognised to the maximum extent of 1,800 euros per month.
The classification is determined based on the following criteria:
- status of overriding winner;
- degree of disability;
- the ISEE (equivalent economic situation indicator) value;
- years of age.
The claim is associated with the last valid Single Substitute Statement (DSU) for the residential social and health care ISEE.
The amount of the contribution cannot, in any case, be higher than:
- the lowest sum between the maximum amount minus the attendance allowance;
- the amount of the fee paid by the beneficiary minus the attendance allowance.
From the contribution amount the allowances paid by the following are also subtracted:
- other administrations or public institutions;
- private parties who contribute to the payment of the hospitalisation fee.
The service is incompatible with the Home Care Premium benefits.
The payment of the first contribution automatically results in the forfeiture of the right to Home Care Premium benefits.
Claim
HOW CAN I CLAIM
The claim can be submitted:
- online, using the "Welfare benefits portal" service,
- through the Contact centre, at the toll-free number 803 164 (from a landline) or at the paid number +39 06 164 164 (from a mobile phone), always using personal credentials;
- through patronage institutes, entering the protocol of the Single Substitute Statement (DSU) and the details of the report certifying the state of disability.
To submit the claim it is necessary to have submitted the Single Substitute Statement (DSU) to determine:
- the residential social and health care ISEE, referring to the beneficiary's family unit;
- the ISEE for minors with unmarried and non-cohabiting parents.
The ISEE value helps to determine:
- the classification position;
- the amount of the contribution;
At the end of the verification of the requirements, INPS communicates to the claimants:
- acceptance of the claim;
- or notice of rejection, with the invitation to modify or supplement the missing information.

Processing times of the measure
The deadline to define the measure was set at 30 days by the Regulation for the definition of the terms to conclude the administrative proceedings adopted by INPS pursuant to Article 2 of Law no. 241/1990.
