Every year, in order to strengthen the student support programme, INPS organises the “Supermedia” competition tender to award scholarships for obtaining a lower or upper secondary school diploma and for progression to the subsequent years of upper secondary school.

Listen to the podcast “Borse di studio un'opportunità per i più giovani” (in Italian) on the “INPS on air” (in Italian)" channel of the Spreaker platform.

Who is it aimed at?

The scholarships are intended for orphans, children (or those of equivalent status) of:

  • members (employed or pensioners) enrolled on the Unified Scheme of Credit and Social Benefits;
  • members enrolled in the Teachers and School Managers Assistance Scheme (Gestione Assistenza Magistrale);
  • employees of the Poste Italiane Group SpA, ex IPOST employees (subject to a monthly 0.4% deduction pursuant to Law no. 208 of 27 March 1952), pensioners previously employed by the Poste Italiane Group SpA and ex IPOST.

How does it work?

Scholarships are awarded through a competition tender.

The competition tender, published annually, is available in the “Welfare, Assistance and Mutuality” section under the heading  “Bandi nuovi” (In Italian).

REQUIREMENTS

Students may take part in the competition provided that they meet the following requirements:

  • successful completion of the 2024-2025 school year and obtainment of the relevant qualification with a grade of 8/10 or higher. For students with disabilities (Law 104/92), with or without the right to an attendance allowance, the minimum required grade is reduced to 7/10. Assessments issued for candidates reported as not evaluated by the Ministry of Education and Merit shall not be considered eligible;
  • not being more than one year behind in their academic progress (this requirement does not apply to students with disabilities);
  • not being in receipt of similar benefits for the same school year with a value exceeding 50% of the scholarship amount, provided by:
    • the Institute;
    • the State;
    • other public or private institutions, in Italy or abroad.

The competition tender also specifies certain incompatibilities with other competitions organised by the Institute.

Candidates must also meet the additional requirements set out in the tender, including merit-based criteria.

The choice of winners is based on:

  • academic performance;
  • the ISEE indicator value.

Higher academic performance and lower income levels will result in a higher position on the ranking list.

HOW CAN I CLAIM?

Applications must be submitted online to INPS using the “Welfare Benefits Portal” service.

In order to view the applications from previous years, you need to use the Portal for Civil Servants’ Pension Scheme services (Workers and Pensioners) service.

Both services can be accessed from this page.

The application can be submitted by:

  • the entitled party in their capacity as the parent of the beneficiary;
  • the spouse of the entitled party, in the event of the latter's death, in their capacity as the “surviving parent”;
  • the other parent, even if not married to the entitled party, in the event of the latter's death or if the entitled party has forfeited parental responsibility;
  • the guardian of the child or orphan of the entitled party.

Processing times of the measure

The deadline to define the measure was set at 30 days by the Regulation for the definition of the terms to conclude the administrative proceedings adopted by INPS pursuant to Article 2 of Law 241/1990.

The table (in Italian) attached to the Regulation shows both the deadlines for defining the measures established by the Institute that are longer than the normal 30-day period, and the indication of the relative manager.
