What is it?
Moreover, with this tool, tutors, curators, guardians and those exercising parental authority can also exercise the rights of those that they represent and of minors.
Who is it aimed at?
The following may be delegated:
- users who are unable to use INPS online services by themselves and who can delegate a trusted person to access digital services;
- tutors, curators, guardians and those exercising parental authority who can exercise the rights of those that they represent and of minors.
How does it work?
It is useful to know that:
- each person may designate just one delegatee;
- each delegatee may be designated as such by not more than three persons;
- the limit of three delegations does not apply to tutors, curators and guardians.
Tutors, curators and guardians cannot obtain delegation using the online procedure.
To this purpose, the above persons shall:
- go to the local competent office and file the form available on this page, together with the documentation proving their role;
- alternatively, send the request via CEM, attaching the necessary documents, each of which to be digitally signed.
When assigning a delegation, the delegator may define its term of validity.
In the absence of an end date of validity:
- the delegation is active for an indefinite period;
- the delegator has the right at any time to revoke the delegation also through his/her own digital identity, with the exception of minors or subjects under tutorship, curatorship and guardianship.
To access the procedure, use one of these tools:
- SPID identity (at least Level 2), to be requested from accredited Identity Providers (see the available list at https://www.spid.gov.it/);
- Electronic Idendity Card (CIE);
- National Service Card (CNS)
Subsequently, the delegatee may choose whether to operate for him/herself or for and on behalf of the delegating party.
All activities carried out by a delegatee representing the delegator are traced.
The delegation, if already registered, is also valid for making claims at INPS offices after the delegatee has been identified via their identity document.

The circular also confirmed the date of 30 September 2021 for the discontinuation of the INPS PIN code in favour of the SPID, CIE and CNS digital identities.
Claim
The delegation claim can be made:
- online;
- at the INPS offices.
DELEGATION CLAIM AT INPS OFFICES
Delegating parties may claim delegation at any INPS local office, showing the following documentation:
- Form AA08 - claim for registration of digital identity delegation;
- copy of the delegator’s identification document.
Always remember that office-based services are available only on appointment.

Having verified the identity of the claimant, the INPS operator will register the delegation in the system. The system sends a notification to the delegatee and the delegator (if an email address or mobile phone number is provided).
A claim for registration of the delegation by a person other than the delegator is allowed only in the following cases:
- tutors, curators and guardians who self-certify their legal representation power by producing adequate proof of entitlement.
Delegations can only be registered after the truthfulness of the declarations made has been verified by the competent authority.
The documentation to be exhibited is as follows:- Form AA10 - claim for registration of digital identity delegation for tutors, curators, guardians and minors;
- copy of the claimant’s identification document;
- copy of the identification document of the individual under guardianship;
- self-certification or copy of the decision making the appointment issued by the courts;
- persons exercising parental authority who request registration of delegation on behalf of a minor.
The documentation to be exhibited is as follows:- Form AA10 - request for registration of digital identity delegation for tutors, curators, guardians and minors;
- copy of the identification document of the claimant and of the other parent;
- self-certification attesting the parental authority;
- persons who are permanently bed-ridden, hospitalised or unable to go to the Institute's offices due to illness, who may also request registration of delegation through the delegatee.
The documentation to be exhibited is as follows:- Form AA09 - claim for registration of digital identity delegation for persons unable to go to the INPS office due to illness;
- Form AA11 - certificate issued by a physician of the National Health System (SSN) certifying the inability of the delegator to go to the INPS office;
- original identification document of the delegator and the relative copy;
- copy of the delegatee's identity document.
ONLINE DELEGATION
It is possible to directly register the delegation online, following these steps:
- using one’s personal credentials, access MyINPS reserved area;
- select "Digital Identity Delegations" ("SPID Delegation on SPID"), as indicated in Message no. 3305 of 1 October 2021.
The delegation registered online:
- is immediately active;
- will have a minimum duration of 30 days, during which time it cannot be revoked online, but only at an INPS office.
The parent exercising parental responsibility may register or revoke directly online a delegation in his or her own name for the exercise of the rights of the minor child.
Following access to the reserved area, the parent shall enter the child's data in the section "Enter a delegation on behalf of a minor child" (as provided for by Message no. 171 of 13 January 2022).
REMOTE DELEGATION IN "WEB MEETING" MODALITY
For the most vulnerable subjects, a digital identity delegation can be registered online also through web meeting.
This modality cannot be used by tutors, curators and guardians exercising parental authority.
To register the delegation:
- the delegatee and the delegator must be present during the video call session;
- the delegator must be able to interact and express, in full awareness, his/her intention to delegate.
Message no. 3026 of 1 August 2022 provides the instructions to access the service and indicates:
- the devices necessary for the connection;
- the documentation to be submitted in order to register the request.
