Digital identity delegation to access online services

How can a delegation be attributed to a person of deep trust in the exercise of one’s rights vis-à-vis the Institute?

What is it?

It is a tool to support users who are unable to independently use the Institute's online services, so that they can delegate a trusted person to exercise their rights vis-à-vis the Institute.

Moreover, it is through this tool that guardians, curators, support administrators and those exercising parental authority can exercise the rights of those that they represent and of minors.

Who is it aimed at?

Those who may benefit from the delegation are:

  • users unable to independently use INPS online services who can delegate access to digital services to a trusted person;
  • guardians, curators, support administrators and those exercising parental authority who may exercise the rights of the respective represented parties and minors.

How does it work?

It is useful to know that:

  • each person may designate just one delegation holder;
  • each delegation holder may be designated as such by not more than three persons;
  • the limit of three delegations does not apply to guardians, curators and support administrators.

Guardians, curators, and support administrators cannot obtain delegation using the online procedure.

Regarding the claim:

  • they must go to the relevant local office and submit the form available on this page, together with the documentation that proves their role;
  • alternatively, they can send the claim and the attachments also via certified email (CEM) to the relevant local office. The claim will only be admissible if the form and each attached document are correctly signed with a digital signature.

When assigning a delegation, the delegator may define its term of validity.
In the absence of a validity end date:

  • the delegation is active for an indefinite period;
  • the delegator has the right at any time to revoke the delegation (in Italian) also through their digital identity, with the exception of minors or persons under the care of guardians, curators, support administration.

To access the procedure, you need to have one of these tools:

  • SPID identity (at least Level 2 credentials), you can request this from an authorised Identity Provider, a list is available at https://www.spid.gov.it/ (in Italian);
  • Electronic Idendity Card (CIE);
  • National Service Card (CNS)

Subsequently, the delegated party may choose whether to act for himself or in the place and on behalf of the delegator.

All activities carried out by a delegation holder representing the delegator are traced.

The delegation, if already registered, is also valid for making claims at INPS offices after the delegation holder has been identified via their identity document.

The circular also confirmed the date of 30 September 2021 for the discontinuation of the INPS PIN code in favour of the SPID, CIE and CNS digital identities.

Claim

The delegation claim can be carried out:

  • online;
  • at the INPS offices.

CLAIM FOR DELEGATION AT INPS OFFICES

Delegating parties may claim delegation at any INPS local office, showing the following documentation:

After verifying the claimant's identity, the INPS operator will record the delegation in the system. The system sends a notification to the delegated party and the delegator (if an email address or mobile phone number are present).

A claim for the registration of a delegation by a person other than the delegator is allowed only for:

ONLINE DELEGATION

You can register the delegation directly online by following these steps:

The delegation registered online:

  • is immediately active;
  • will have a minimum duration of 30 days, during which time it cannot be revoked online, but only at an INPS office.

The parent exercising parental responsibility may register or revoke directly online a delegation in his or her own name for exercising of the rights of the minor child.

Following access to the reserved area, the parent shall enter the child's data in the section "Enter a delegation on behalf of a minor child" (as provided for by message no. 171 of 13 January 2022 (in Italian)).

REMOTE DELEGATION IN “VIDEO CALL" MODE

For the most vulnerable individuals, a digital identity delegation can be registered online also through a video call.

This method of claim cannot be used by guardians, curators, support administrators, those exercising parental authority.

To register the delegation, it is necessary:

  • that both the delegated party and the delegator are present during the video call session;
  • that the delegator is capable of interacting and expressing, in full awareness, his/her will to delegate.

Message no. 3026 of 1 August 2022 (in Italian) provides the instructions to access the service and indicates:

  • the devices necessary for the connection;
  • the documentation to be submitted to register the claim.

Upon completion of the video call session, the digital identity delegation will be immediately active.
