What is it?

The service allows private and public workers to make a pension claim under EU regime having completed insurance periods in:

  • European Union countries;
  • EEA countries: Norway, Iceland and Liechtenstein;
  • Switzerland

Who is it aimed at?

The service is aimed at workers who have completed pensionable insurance periods in at least two of the following countries:

  • EU:
    • Austria;
    • Belgium;
    • Bulgaria;
    • Croatia;
    • Cyprus;
    • Denmark;
    • Estonia;
    • Finland;
    • France;
    • Germany;
    • Greece;
    • Ireland;
    • Italy;
    • Latvia;
    • Lithuania;
    • Luxembourg;
    • Malta;
    • The Netherlands;
    • Poland;
    • Portugal;
    • Czech Republic;
    • Romania;
    • Slovakia;
    • Slovenia;
    • Spain;
    • Sweden;
    • Hungary;
  • EEA:
    • Norway;
    • Iceland;
    • Liechtenstein;
    • Switzerland.

The service also allows private and public workers who have completed insurance periods in the United Kingdom to make a pension claim, in application of:

  • the Trade and Cooperation Agreement (TCA);
  • of the Protocol on Social Security Coordination (PSSC) contained therein.

Claim

Residents in Italy, enrolled in private or public sector pension schemes administered by INPS, who have also completed insurance periods in other EU countries, EEA countries or in Switzerland, must submit pension claims to INPS for:

  • old-age pension;
  • early pension;
  • incapacity/invalidity pension;
  • the survivors.

The claim will then be managed by the relevant INPS local office.

Residents in Italy, not enrolled in INPS pension schemes, who have completed insurance periods in the EU countries, EEA countries or Switzerland, may submit pension claims to foreign pension institutions, directly or through INPS:

  • old-age pension;
  • early pension;
  • incapacity/invalidity pension;
  • the survivors.

Residents of an EU country, EEA country or Switzerland, who have also completed insurance periods in Italy, must submit a claim for a pension under EU regime to the pension institution of their place of residence, which will forward it to INPS.

Residents of an EU country, EEA country or Switzerland, who have not completed insurance periods in the foreign country of residence, can submit their claim directly to INPS or through foreign pension institutions.

The pension claim can be submitted to INPS through:

  • online service, by logging in with one’s own SPID, CIE, CNS, eIDAS or PIN credentials (only for residents abroad);
  • Multichannel Contact Centre, which can be reached:
    • from Italy, by dialling 803 164, free of charge from a land-line phone, or +39 06 164 164 from a mobile phone, which can also be reached from overseas, charged according to the tariff applied by the various mobile providers;
    • from abroad, calling the free-phone numbers from the countries indicated in the table;
    • via the Internet, using the VoIP WebCall service, available from all over the world in eight languages (Italian, German, English, French, Arabic, Polish, Spanish and Russian);  
  • patronage institutes and intermediaries of the Institute, using their digital electronic services.

Processing times of the measure

The ordinary deadline for issuing the measures is set at 30 days under Law no. 241/1990, except in cases where the Institute has provided for different terms in the internal Regulations.

The table (in Italian) shows the deadlines exceeding thirty days, set by the Institute with a Regulation.
