Procedure steps

Description: The service allows the employer/social security intermediary to fill in the application form to issue the A1 form and send it via the online system to INPS (National Social Welfare Institution). Once you have entered the Benefits Portal, you need to select “Access to the DiResCo Portal” in the menu on the left and then the unit code “Secondments”.

Applications that can be sent via the online system through this service include:

  • seafarer (Article 11(4) of Regulation (EC) No 883/2004);
  • posted employee (Article 12 (1) of Regulation (EC) No 883/2004);
  • Agreement providing for an exception for the posting of employees (Article 16 of Regulation (EC) No 883/2004);
  • Flight and cabin crews engaged in air passenger or freight transport services (Art. 11(5), EC Regulation No. 883/2004), if the worker is employed by only one employer and has only one service base in Italy.

For all other types covered by EC Regulation 883/2004, the electronic submission of the A1 claim is available through the service A1 Form Submission

Type and format of documentary evidence

  • As for the claim relative to the seafarer: worker identity document (pdf), employment contract (pdf);
  • As for the claim relative to the posted employee: worker identity document (pdf), worker health card (pdf), only if the worker has no periods of work immediately preceding the secondment;
  • As for the claim of Agreement providing for an exception for the posting of employees: worker identity document (pdf), letter expressing reasons for the submission of the Agreement providing for an exception (pdf);
  • for the flight crew claim: employee identification document (pdf), employment contract (pdf), flight plans (pdf).

Means of redress or appeals

  • Means of specific redress are not provided for; the worker and/or the employer can appeal the decisions consequent to the recognition or not of the relevant protections.

The applicable fees and the online methods of payment

  • Free service.

Estimated deadlines and timeframes 

  • On average, the A1 form shall be issued within seven days of the request.

  • The online procedure is available only in Italian.
