The "Citizen's counter for medical home visits to ascertain illness of an employee" service is dedicated to the communication, by workers in the private and public sectors, of any change in the contact address, compared to that previously indicated.

The service is aimed at workers in the private and public sectors and private and public employers.

With the online service "Citizen's counter for medical home visits to ascertain illness of an employee", which is accessed from the web portal after authentication through the credentials needed to use the online services, it is possible to communicate, in the context of an event of illness, a different contact, compared to the one communicated with the certificate of illness during prognosis, and the consultation of all the contact addresses previously communicated (circ. no. 106/2020).

This service does not in any way replace the contractual obligations about the change of contact communications of employees with respect to employers.

Compensated private workers

Private workers entitled to social security illness protection may use the service to comply with the obligation to notify the INPS, with the utmost diligence and promptness and before making the move, of any contact changes so as not to incur the penalties provided for by law in the event of failure to carry out the medical check-up due to the failure to correct the worker's address.

Civil servants belonging to the Single System

On the other hand, current legislation for civil servants requires employees to notify their Administration in advance of any change in the contact address, during the prognosis period. Therefore, the employer is required to provide the data to the INPS for the performance of the employer and official medical home visits to ascertain the illness of an employee, in the cases of workers falling within the so-called "Single system for medical home visits to ascertain illness of an employee".

In any event, the service is also available to civil servants to optimise the communication flow and offer greater guarantees of correctness and timeliness of information for the performance of medical home visits to ascertain the illness of an employee.

On the other hand, the service must not be used by civil servants for the fulfilments relating to the communication of only temporary removal from their place of contact, for therapies, medical examinations, health checks or for other justified reasons.

Private and public employers

The employer is informed of the different contact address communicated by the worker when accessing the service to:

  • claim medical home visits to ascertain illness of an employee, if the communication was made before the visit request;
  • consult the results, if the worker has communicated a change in availability after the medical home visits to ascertain the illness of an employee claim and the employer has agreed – by ticking the appropriate field – to send the visit to the different address provided by the worker.
